Nauru Citizenship by Investment in 2026: The Complete Guide

I start every Nauru conversation with one sentence: this is a young, inexpensive programme that gives a second passport, not access to Europe. If that fits your goal, the rest is simple. All figures are in US dollars and were checked on 25 October 2026 against the Nauru Program Office and the regulations published in the government gazette.
What the programme is
The official name is the Nauru Economic and Climate Resilience Citizenship Program. It runs under the Nauru Economic and Climate Resilience Citizenship Act 2024 and is administered by the Nauru Program Office. The official site often uses the local name of the country, Naoero. The money goes to the Nauru Treasury Fund and finances climate resilience and infrastructure projects.
There is one route only: a non-refundable contribution. There is no real estate option and no bond.
How much it costs

One adult pays $102,700 in official costs under the current offer. The agent’s fee comes on top. A detail I flag to every client: the gazette notice that created the discount (Special Project “The Iruwa Initiative”) gave it a term until 30 June 2026, while the Program Office site now says applications filed before 31 December 2026. I follow the official site, but confirm the amount in writing with your agent before filing. Full examples are in the cost guide.
Who can apply
The main applicant must be at least 18, of good character and pass due diligence. The Program Office lists who cannot be approved: people convicted of an offence punishable by 12 months or more, anyone under investigation for such an offence, anyone listed by Interpol or Europol, anyone under UN targeted sanctions and citizens of countries listed by the UN Security Council as high risk.
For citizens of Russia and Belarus, BRIDGES reports that from 2026 they are treated as restricted rather than prohibited applicants: an application is possible for those who have lived outside Russia for several years or hold residence in the EU, UK, US, Canada, Australia, New Zealand or Switzerland. I could not find this rule on the official site or in the 2026 regulations, so treat it as practice information and check it with the agent.
The process
- An agent checks eligibility. Only licensed agents can file.
- The file is submitted in English with the application and due diligence fees.
- Due diligence takes one to two months. The main applicant has an interview with the screening firm, online or in person.
- Cabinet takes the final decision. After approval in principle you pay the contribution and passport fees.
- You take the oath of allegiance in person, by video link or before a notary, and receive the certificate and passports.
Details are in the application guide.

The family
One application can include a spouse, children, parents and siblings. Children under 16 add no contribution. Siblings cost $15,000 each. See the family guide.
What the passport gives
The passport is valid for 10 years, dual citizenship is allowed and renewal does not require an address in Nauru. The BRIDGES passport index of 4 October 2026 counts 83 destinations without a prior visa, including Hong Kong, Singapore and the UAE. The Schengen area, the UK, the US, Canada and Australia require a visa. More in the passport guide.
My honest view
Nauru makes sense when you need a backup document fast and cheaply, for a wide family, and when Europe is not the goal. If visa-free Schengen is the point, look at the Caribbean instead; I compare them in the comparison guide.
Questions and answers

No. There is no residence requirement and the process can be completed without travelling. The interview can be held virtually and the oath can be taken by video link or before a notary.
